Then you have a problem (thermostat most likley), air intake temp will not change engine running temp.

Unless you have some sort of intake temp gauge?

As for the scoop idea, Go for it if its what you want to do. Speeds would have to be high for it to have any effect though. Also remember things like rain, you wouldn't want it to suck in heaps of water when raining.
