Most celicas do have power steering. If it's hard to turn the wheel you should check under the hood and make sure all belts are in good condition and indeed do turn the power steering pump. Your car may need a new power steering pump. Having a new pump will improve your EASE OF TURNING. In no way would it make your steering wheel lighter, haha.
