I did this mod a couple months after buying my '04. My brother was working for Toyota at the time and he got the lights for FREE (from NAL). He sent them to me and I wired them myself.

The wiring is behind the fog lights and runs to the fuse box (underhood). I don't remember all the details, but I ran a wire to the fuse box, use the APO (Auxillary Power Outlet) in front of the shifter for ignition switchable power, and ground somewhere under the dash, if I remember.

It was easy, all except for figuring out which wires to attach to what on the switch. :o I blew a fuse or two. :o

I pulled the little piece of plastic up from under the park brake handle (mainly because I was going to take power from the APO which is not far from there). It comes out real easy. I put a small hole there and mounted the switch. Then the trim piece that the APO is on lifts up pretty easy. I can't remember the connectors (spaid maybe) I used at the APO, but all I had to do was loosen a screw, shove the connector in and tighten the screw back. That was easy. But which wire to connect is what I had trouble with.

BTW - My fogs are independent and can be switched on any time the ignition is on ... just like the APO. No need to worry about accidently leaving the fogs on. As soon as the ignition is turned off, they go off too.
