It's no different then Skylines not being allowed into the US. If a car isn't designed to be in a certain market then so be it.
I'm sure with the right amount of time, modification and money, the tC, just like the skyline here in the US, could be legalized for use in Canada but it would take hundreds of thousands of dollars to legalize the first 16,000 dollar car.
