My understanding is that dekerman1 is actually correct. The idea being to help protect the disc brakes from road spray, etc.

That hard rubber strip under the front end of the car is there to save your lower front end from getting scraped & rashed when you bottom out, hit dips, sidewalks, etc. It basically absorbs the impact so your front lower end doesn't get all muffed up. They're actually on a lot of cars & trucks now. Even on Corvettes. This will especially come in handy for all the lowered cars.
