the vents are still open

there is an option to close off the vents with the circulation button where the air just circulate in the car but can quickly fog up the windows

^^ What he said.

There are open vents to the outside even when everything is off, so air just naturally works it's way through. If you want to prevent this, close the vents to the outside by turning recirc on. It can cause a buildup of moisture inside the car though, which may start to fog up the windows. Depends on the weather outside.
