diagnosis software for 2009Corolla

I have a 2009 Corolla built in USA at NUMMI. I shipped the car in Europe for using it during my 6 months business trip.
Here in Europe, more exactly in Romania I have faced a difficult issue regarding my Corolla.
I have been approached a local Toyota dealer asking them for a diagnosis of the car current status. Driving here in Europe I found that my Corolla gets a very low mileage, in city around 23 MPG and maybe 32 MPG on freeway. I want to mention that I haven’t got neither the checking engine light on, nor experiencing any operation abnormalities.
This is the reason I’ve asked the Romanian Toyota dealer for a diagnosis. I was astonished to find that the dealer cannot perform this because the software on the car’s computer (American version) isn’t compatible with the equipment and the software that exists here in Europe. I understood that the European Toyotas have a different version of software installed on the cars’ computers.
In these circumstances, now I’m asking your support if you could provide me some details on this subject.
The Romanian Toyota dealer suggested to me to ask my US dealer and to find if there is any possibility to get this software, or if Americans could advise on how can be managed this issue. I mean, if there is any way to access (buy) this software or if I should ask another European Toyota dealer from a certain country which have through a partnership access to this software.
By the way, I brought with me here an OBD II device. Do you think that this could help me ?
