Yeah I asked my GF the same question... Because she drives a 2002 Sienna and it has the same vents. So next weekend when I go to the Toyota dealer to get my maintenance done, I will ask my car sales man person.
This doesn't matter if it was a with a Manual or a Automatic Climate Control system but found on cars that can be equipped with Automatic Climate Control
But its just a vent for the Automatic Climate Control Ambient Sensor.
Its there on a Manual Climate Control system because its cheaper for Toyota to just make a single panel instead of making various different kick panels.
Was also noted in the Sienna Repair Manual [2002] - We own a 02 Sienna with Automatic Climate with a similar vent, just located below the radio

You speak too confidently for me to contradict you, and besides, what you say makes total sense. BUT, I do think also that behind those little slits lives the piezo speaker that reminds that your door is open or lights are on with its ever-so-gentle scream of vehicular discontent. That little vented compartment is a perfect place to put anything little and ugly that you'd want out of site but close to the driver and sharing the cabin's airspace, like an in-cabin thermometer or alert buzzer, among other possibilities. Since that beep you hear is so high pitched, having it in an enclosed space would drastically reduce how loud it was because of the sounds frequency, even if it was only closed in by a thin piece of plastic.
Anyway, so I'm pretty sure it's both. But then that's just an educated guess.
WTF for what? I mean the vent is actually the speaker to provide you the beep beep sound when your seat belt is not on and door is not close that kind of thing....

I got tired of opinions, so I decided to stick my head in the dash and find out once and for all. It's not that I care that much, but I hate not having an answer for these type of things. It's more of me having too much time on my hands and being curious, haha.
Timbits, it seems you're right. It seems I'm not. I don't know where that speaker is, but it is not behind that vent. There's just a bunch of empty space to the right of the steering column, which could hold a climate control sensor.
The beeping is probably coming out of the fuse block or close to it, I couldn't figure out exactly where it was, but I'm assuming it's to the left of the steering wheel towards the bottom. The reason it is easily heard is because the bottom of the panel under the steering wheel is open so you can get at fuses, pedal linkages, etc. I was wondering why they wouldn't have just put the sensor under there, and save themselves making that questionable looking vent in the first place. I think the reason they did it the way they did is so that the air blowing from the foot vent (right next to the fuse block and all those other wires, etc) doesn't interfere with the sensor reading. Instead they probably seal it off in the back so it takes a more accurate reading.
Well I for one, feel more closure for having looked. Hope you all do too.
