I got my car in December 08 and as soon as summer hit I started to notice a smell from my air conditioner that was unpleasant, I complained to my dealer a few times but every time I was there they could never find it. When I was there for my tire change in the fall they suggested I leave the car there overnight and in the morning they could check for the smell. I was hesitant but after talking to them I believed it would be covered under warranty. The next afternoon I came back and surprise surprise they had not found the smell, they had however charged me for a brand new air filter (I had checked it didn't look very dirty to me and I don't do a lot of KM on my car) they had also charged me a diagnostic fee and said since they never found anything it wasn't warranty. They told me I was lucky they didn't charge me more for all the time they spent trying to find this smell! I was quite upset but I am not a large complainer so I paid and grumbled and left. There never was any hot weather after that check my air conditioner out. Just now I am googling the recent recall and I come across this TSB. That sounds like my exact problem! But i noticed on it, that it says USA, I want to take this to my dealer and ask for my diagnostic fee back and for them to fix it correctly because I don't want to wait for next summer to test my air conditioner again since I don't believe spraying stuff and replacing a not really dirty filter corrected my problem. So I guess my question is, is toyota canada going to do this fix on my vehicle even though it says USA? I checked my VIN and can confirm its before the ones listed.
If your VIN is in the ranges listed I would take your previous receipt in and complain until you got your money back and the new assembly!
If they say well that is a USA TSB then ask if the car magically fixed itself since it was within the range and obviously has what is known to be a bad Evap Sub Assembly.
I guess Canada doesn't get to use there heat to often and they will probably never have this TSB.
Did you authoriZe a diagnostic fee? Or filter replacement? Those are shady dealer tactics and practices like that will turn away cust. The most they should have done has given you a sheet of paper saying condition not evident. I would go have a talk with the svc manager. But I do not know how things work over the border up north. Let us know how that works.

I had the bad smell issue as well and after I got the cabin air filter changed it was reduced but still there. I will take this recall info into my dealer and see what they say.
I just booked an appointment for next week and mentioned the TSB# that Jeff Lange posted. I'll let you guys know what they did after.
I brought my 09 Corolla a few times for that smell issue. Each time they would spray and deodorize the vents. So hopefully they will actually look into the TSB solution.

I experienced the same, my friend even told me that Toyotas are known for smelly A/C. I was gonna take it in and have it repaired, but the smell is not always there. I think what it is, its got poor condenser in the A/C unit if it has one at all, and therefore condensation builds up in the corners and such creating mildew. I noticed this happen the most when I actually use the A/C, and then stop using it, a couple days later it smells bad. Try it your self, don't use the A/C just the fan and you will never smell it, they use the A/C you will not smell it. Stop using the A/C once again and after a few days you will notice the smell even if you just run the fan. The ducts just build up mildew and it stinks.
Also make sure your cabin filter is clean, thats the first thing Toyota will check, and if its not then they will say its the filter before they go and order parts.
