Black oily substance inside the flange?

So I took a look inside my throttle body and turned the flange to see inside. I ran my finger through and found slimy black substance, it almost looked like oil, but was very black in color. This is on the inside of the flange, its clean on the outside. What could this be?

This is normal, just build-up from the EGR system. Just dampen a rag with some carburetor cleaner and remove the film.

From the EGR valve? That's for emission control if I recall correctly. My old car's EGR valve was sucking in oil cause my rings were bad.
Another question, how would you know if your car is clogged with carbon, due to poor gas? The thing is, I never fill up with arco, I use 76 90% of the time, since it down the street from my house.
