Granted he fabbed up a tool and it looks like it worked as it started up...but dang, the carelessness and cavalier attitude speaks volumes as to what he does to the vehicles when they are working, and I would never let that guy touch my car. I am surprised it ran.

The rev limiter is the fuel cut. It only controls engine speed by cutting fuel. This only prevents an over rev from being cause by your foot on the gas.
However, if you are in 3rd gear at red line, and shift into second instead of fourth, once the clutch is engaged the engine will encounter a "mechanical over rev", which would cause the damage shown.
If all it does in this car is throw the rocker arms off then he is lucky. Previous cars I've had woud require you to rebuild the enitre head if you over revved.
