I contacted CHP about it before i blacked out my tail lights....as long as ur tail lights can be spotted by at least 250 feet away and it has some red to it, they are still legal in Cali...i used a light blackout film and it passed all requirements.
If you want to red it out, buy a piece of redout film and all you do is spray some soapy water on the taillight, heat up the film with hair dryer then place over the the part you want to redout and use a credit card to squeegee the water out.
