Normal for most generations of Corolla and many other makes/models out there. The engine compression alone, when you park the car in gear, is not strong enough to hold the car - even for a moderate incline. As mentioned above, no locking parking pawl like an automatic to hold it. Even then, they don't recommend loading the parking pawl when parked on a steel incline, as it could be damaged from the load.
The e-brake should hold the car, assuming that it is properly adjusted. in some extreme cases, might have to change your parking technique (park with the wheels pointed toward the curb or even chock the wheels.
