99 avalon low beams don't work

My 99 Avalon low beam headlights won't work. Tried all of the obvious fuses and relays, including the DRL relays. Replaced bulbs. Used Chilton's manual, but schematic isn't the same. This model has seperate lights for high and low beam, with daytime running lights. The schematic doesn't show it. Switch doesn't seem bad either since high beams, DRL's and parking lights work. Anybody have any ideas? Thanks.
