The 95-97 Avalons all had this problem. The seal that goes around the inside of the window shrinks over time, and causes a gap to form towards the front of the window, where the slope of the window meets the flat part behind the mirror. you should be able to see a small gap there, and if you push on that part of the seal while driving, you will notice the sound almost disappear.
In my mom's 95 Avalon, we simply took some bits of cloth from an old t-shirt and shoved them in to fill the gap. It doesnt completely remove the sound, but it helps a lot, and is much better than the price the dealer wants for the revised seals used on the 98-99 models.
