Windshield Wiper Problem 97 Avalon

My daughter was driving my 1997 Avalon today and using the wipers and they just quit working. I checked this out and when I turned on the wipers I heard a whirring sound like the motor but no action from the wipers. I moved the wipers back down to the normal position (for not in use) and then the wipers began to push down cyclically, they will not move other than to make a slight downward movement. Is this a motor malfunction and any idea how much shop labor is involved in replacement ? Thank you for any input.

i dont remember whats its call but i think it was a wiper regulaer,its what connects the motor to the wiper arms,pricy at the dealer and im shure its the only place you can get new,i could be wrong ,
