Armrest stuck

I have an Avalon with the split bench seats. Somehow the armrest has gotten stuck in the up position. I have given it a good yank and push but no budge. Any clues?

mine is a 95 and wont stay up, lol. If someone leans against it sitting in the middle seat, it falls backwards. It'll stick if both seats are in the exact same position and basically squeezing it, but any weight applied and its gone.

If you lay the passenger seat down, there is a cap type thing that can pop off. There is a screw all the way in by the driver seat. I can't figure out how to get to it yet, I have all the wrong tools. I need to buy some more and tighten mine. Maybe yours is just too tight and mine's too loose?
