Weird Brake/ABS Problem 1996 Toyota Avalon

My moms Avalon make a weird noise when the brakes are applied at lower speeds. It doesnt do it every time the brakes are applied but does it quite a bit. You can feel what feels like the ABS engaging and a buzzing noise inside the car on the passenger side. The only way I can explain it is that it sounds like buzzing noise from a old operation game. The ABS light doesnt come and has never been on.

I stopped at a dealer and tech said it sounds like the actuator but cant tell unless tears it part and can be like 1k. I am kinda confused why the ABS lights dont come on. I want to try to diagnois the problem, but have no idea on how to do so. I was hoping it might a wheel sensor. Would a regular shop be able to diagnois this or this a dealer only type of repair

I would start by looking to the speed sensors and the abs rotors on the hubs. If the rotors are damaged or have some debris in the housing, the abs controller may be picking up a speed differential at lower speeds, activating the system and not turning on abs light because there isn't a problem with an actual component. You can get a similar effect if the speed sensors aren't installed perfectly flush in their mounting hole.

Question

Well I took it to a Toyota Dealer. They said it sounds like the ABS Actuator/Pump. They couldnt tell with out a full diagnosic. They said since it didnt it all the time or make the light come on they would have to hook it up and drive it. They said worse case it would be over a 1000 or I could get lucky and it could be a ABS sensor on the wheels or some of the wires stretched etc. Anybody else have any ideas?

Sounds accurate, a technician will have to replicate the condition with some equipment hooked up to see what the deal is.
