I'd thought I'd document my experiences with programming a new remote for my 95 Avalon which I recently purchased. The car came without any remotes for the keyless entry system.
Car: 1995 Avalon XLS with the factory keyless entry system.
I purchased a used factory remote off of E-bay. I first checked the owner's manual to see what the FCC ID was for the remote, and that it matched the picture in the manual since I had no info at all as to what remote was supposed to go with the vehicle. The ID for it was:

The remote came with programming instructions. The method described on other threads here on TN to progam a new remote (open driver's door, insert key, pull key out, lock doors five times, etc) for a '98 Avy did not work. Must be a different type of system. I followed the instructions that came with my remote, but with a slight variation because the instructions described the wrong control box color.
The bulb failure warning module will need to be disconnected and two pin sockets in the connector jumpered together briefly in order to add a new remote to the system. The bulb failure warning module is located in the left side of the trunk, on the inside of a support brace near the left trunk lid hinge. You will need to pull aside the preformed trunk liner, seen here in place:
To do this, turn the plastic trim screw fasteners one turn and using a thin pair of needle nose pliers, remove the whole fastener by levering it up or going underneath it and pulling it up. Note: there are several of these fasterners you will need to remove. You will also need to remove the single push-in type trim fastener near the hinge - I used a long thin set of needle nose pliers to go underneath it and pull it gently up. Don't use a screwdriver - these type of Toyota fasteners are notorious for breaking off on one side if you try to pry it up that way.
The bulb failure warning module was a dark brown plastic colored box on my car, held in the brace with a simple push-in plastic connector molded into it. It fits into the oblong hole you see in the brace here:

not the module below- this is the actual door unlock receiver. It is gray, and held to the brace with a metal bracket and two 10mm nuts. My instructions said to jumper the pins on the "gray lamp failure box", but mine was dark brown as shown above. The lamp failure warning module was below the gray box on the brace.
The lamp failure warning box is clearly marked as such, but when in place on the brace the markings face away from you and can't be seen:
It also has the pins numbered inside the white plastic connector in the control box (can't be seen in this pic). Match these to the white connector/wire bundle in the car - you will need to jumper pins 11 and 12 together.
On the connector, use a bent paperclip or small piece of wire to jumper the connector sockets for pins 11 and 12. If you are holding the connector with the release push clip on top, then pins 11 and 12 will be in the lower right corner like this:
If jumpered correctly, you will hear the locks and trunk release cycle once.
Next, with the jumper still in place, push any button on the remote. The locks should now cycle. Your remote has been programmed.
Remove the jumper and reconnect the bulb failure warning module and test the remote. It should now work.
You can add another remote using the same method, for a total of two remotes per vehicle.
Might be a good idea to clean the remote if its a used one - mine was pretty gunky inside with a lot of lint built up around the buttons and some sticky liquid residue between one of the buttons and the circuit board inside. Here it is apart after being mostly cleaned up - it is a simple interference fit that you can pry apart with a jeweler's screwdriver. I cleaned mine with a q-tip and rubbing alcohol, and then wiped the outside with 303 Aerospace Protectant. Note: the batteries are CR2016 if you need to replace them. You should not have to reprogram the remote after replacing the batteries.
