1996 toyota avalon

i have a 96 avalon that doesnt seem to want to start. fuel pump is not turning. i unplugged the fuel pump and put in a new fuse in the efi spot and it still blew. so i replaced the relay. then put in a new fuse and it didnt blow until i turned key on. does anybody have any idea why this is happening

My senses tell my you have a short somewhere. try to trace the wiring harness and see if a wire is chafing against a metal paart somewhere.

Also, could be that the pump itself is mechanicall hindered, causing an overloading (larger amp draw than normal).

The fuses blow because the draw is too much. Could have melted a wire someplace, as welll.

If you can locate connectors along the wiring route, disconnect there and test the voltage to that point. Should be near 12v. If you find less, say 10v, you're in the neighbprhood.
