Gen1 Replaced '95 license plate lights --they still don't work

Hello everyone. Can someone please tell me how I can get the license plate lights to work on my '95 Avalon? I took the whole trunk liner out to get to them, replaced them with the correct part, they still don't work. If it was a fuse wouldn't other things not work also?
Any ideas? Thanks.

its a pain, but take a volt meter and check to make sure that you are getting power to the bulb sockets, and trace it from there.

Yes, the lights are on the same fuse as the running lights.

this one took me a while to figure out but.. trace back the harness that is clipped into the trunk hinge..(the part that swings in and bolts on to the trunk lid).. take off the plastic tubing almost all the way to the rear seats.. im told its fairly common on these avalons .. there should be a break in the wire.. in my case it was a green wire.. just connect it back and voila! ... make sure you verify that there is or isnt power comming to the socket.. good luck!
