If one is working and the other is not its not a fuse problem, as both are on the same circuit. Suspect either the motor for the mirror (likely) or the switch itself when it is set for the right mirror operation(less likely).
A time consuming, but sure, way to tell is to swap the mirrors - disconnect them and plug them into the opposite side and try to move them using the switch. If the right side doesn't move when the control switch is set to the right side, and the mirror that was on the right side now works when being plugged into the left side, then its the switch. If the right side mirror does not work regardless of where it is plugged into, its the motor unit in the mirror.
