White and brown gunk on my alloy rims

I have the 98 XLS, and there is white and brown gunk, as well as water under the sealant on my stock alloy rims. How the hell did this get under there, and how do I remove it?

brown is usually brake dust, the gunk is your guess, any wheel cleaner or polish used lately incl. car wash?

That is oxidation of the alloy (aluminum) under the varnish that protects it.
