Help with a trouble code (check engine)

I pulled 6 codes out of my 98 Avalon and one of them was P0446 which is the vent control circuit malfunction.

What is this and how do I fix it?

I have been told this is the emissions canister by the fuel tank, in most cases. I've ignored it for 3 years and 81k miles. I don't know of any damage being done, except for the release of some vapors. Not sure if someone technically more adept can answer any better.
