No Cruise, horn and airbag light on

Well my cruise doesn't come on, the horn doesn't work and the airbag light is on. All of the fuses are good. Since the things that don't work are all on the column, it makes me think the problem could be there but I do not know where to begin troubleshooting. ...any suggestions? btw 1996 Avalon xls

A broken spiral cable in the steering column will affect all three circuits.

Thank you. Is the spiral cable something that I can purchase/replace myself? I suspose it is a dealer item as I work for NAPA and do not recall seeing this part available. Thanks again.

It is not a difficult repair; howver, the driver's airbag assembly does need to be removed. And it is a dealer only part, as far as I know.
