1999 With Low and Spongy Brake Pedal

I have a 99 Avalon XLS with ABS and 20K miles which has a low and spongy brake pedal. I am not the regular driver of this car, but the pedal feels spongy to me and is low according to the spec. However, braking power feels OK. The pedal does not sink with constant pressure, so it is probably not the master cylinder. There is no brake fluid leak and it is up to level. I like to try a fews things to diagnose the problem, first one being to automatically adjust the rear brakes. Is the auto adjuster controlled by the parking brake or brake application in reverse ? Next would be a brake bleed. Are there any other known problems with the Avalon or Camry?
