Gen1 Problem With Power Antenna on '95

Hello I'm having a problem with the power antenna on my '95 Avalon and hoping someone will know what's wrong.
It doesn't go up or down, it just stays mostly down with about 3 or 4" exposed. I can extend it all the way by hand but goes back if I let go. I can't push it down all the way it won't go.

When I turn the radio on or off the antenna motor runs for about 20 seconds "trying" to raise or lower it but nothing happens and the motor stops.

Are the teeth of the antenna broken or "off the track"? I had it replaced a year or 2 ago so it's not old.
The motor seems fine since it runs whenever I turn the radio on and off.
Any suggestions would be great. Thanks!

You might need another antenna. Remove the old one and inspect the teeth.

The motor will run even with the antenna removed.

I remember having this problem when my '95 avy was only 5 years old. Got it changed and the problem no longer existed
