My dad has a 99' Avalon and the alarm is getting on his nerves. Sometime it works and sometime it doesn't.

There may be a label on the control box. Do a Google search on this number, often can find the operators manual. May be able to lower the alarm sensitivity. If a factory alarm it should unplug from the wiring system.
