1999 avalon overheating

well it's not my car. but it's really starting to anger me. my friend's wife called me saying that it was overheating. and well i replaced the thermostat since it was cheap fix. well it still overheats. found the engine to be boiling hot but the radiator to be cold. thought it maybe the water pump not flowing enough coolant. well took it all apart and the pump is intact. impeler it fine and not loose. i checked the radiator for a flow issue. put a garden hose in the top and i had great flow coming from the bottom. any thoughts? i'm to the point for finishing the water pump job see if it overheats again and going and buying a thermostat from the dealer.

How does it overheat? Does it overheat as soon as it warms up or does it take some driving at slower speeds to get it hot? Water pump flow should not be an issue since you confirmed the impeller is intact. I suspect that the radiator fans are not coming on or not coming on soon enough. Are you getting a fan cycle after it gets to normal operating temp?
