Remove the Panel Underneath the Steering Wheel?

Lately, my '96 Avalon won't shift out of park. So I checked my brake light switch, which turned out to be worn out. I purchased a new one, but in order to replace the part, I need to remove the panel underneath the steering wheel. How do I remove it?

The plastic panel can be removed by just removing the bolts underneath(2 of them). and then pulling on the panel(it's held in by clips). The metal panel underneath on mine is latched underneath the plastic panel under the HVAC controls, which is latched under the panel under the glove-box(annoying to remove). This may be differently designed with the bucket seats though(mine's a bench)
