Question 1997 Avalon Headlights wont turn off even when switch is off

They ran a diagnostic test and said it is the relay switch, is this expensive and can it be put in easily????

Depends on which one you buy. I think they run from $10-$50. I'm not sure how much the relay for the headlights would run, but it shouldn't be that bad. It's super easy to put in...just unplug old one, pop in new one.

Do you know where it is located??? do they have to remove the whole steering column??? or is it easier?

The headlight relay should be in the main fuse box in the engine compartment. I'm pretty sure the fuse box cover has a little diagram showing you what each relay does. You should be able to just pull the one in there and pop in the one that you bought.
