Check Engine Light

The check engine light has been on in my 1998 avalon for some time, but I am hard pressed to find an OBD II compatible tester (the avalon has the circular port). I took the car to autozone but they told me they can't test it because they dont carry the needed tester. Where can I buy an obd ii tester or adapter that will work with the car? I know I could take it to the dealership, but I fear the diagnostic fee will be quite high. Thanks.

Forgive my ignorance!!! I just noticed the port located in the fuse panel, what is the circular port for though?

The plug should be below the steering column, it may be covered.

Cars after 1996 needed to be OBDII compliant.

The code reader below should work:
