98 Avalon EGR Temp Sensor

I have a '98 Avalon that has the dreaded P0401 EGR Low flow error. I removed EGR valve and found a blockage at the manifold and have cleaned it out. When I removed the EGR, I believe I may have damaged a wire on the Temp sensor. I removed sensor from the EGR and put an OHM meter on it, I don't get a reading. (shows open).. Is this normal?
I didn't have the P0401 code until I took off EGR valve.
