Need help with a part name

1999 Avalon
I have been having a lot of rattling/noise coming from the back of my car when I go over bumps, make hard turns etc. I took it to a guy I know who works on cars and he said I had a bad rear strut and that the part that is circle on each side has a lot of play in it and it shouldn't. I need an exact name, he wasn't sure and gave a few options of what it might be called. The bushing are wore out on the ends I believe
lower control arm
trailing arm
?

I can twist that bar forward and back by hand, is this normal?

rear suspension arms is what they are called. and its normal for them to to be twisted by hand. did you check the sway bar bushings?(these are a common problem) grab your rear sway bar and move it and if they are bad you will hear noises.

i did a google and your name appears correct. If that is normal what is causing my excessive vibration at highway speeds and my load rattling/banging noise?

well thats the same part. it is possible that it is bad that would cause a vibration.that control arm also adjusts your rear toe so you may need an alignment as well

Toyota calls it "rear suspension arm assembly #2". In conjunction with arm #1, it performs the functions of a lower control arm (which you have up front), locating the wheel laterally. But it also provides the lateral adjustment function of front tie rods (ends).
