ECU (ECM) is behind the glove box.
Too much fuel injected causes the two problems. One of
many possible causes is bad ECT (engine coolant temperature) circuit, including wiring and sensor and connections. Valid codes would help identify cause. The code you give is not a valid code for '96 and later US vehicles...it simply does not have enough characters to have meaning.
Virtually all information contained in the factory service manual for the 99 Camry 6 cylinder, available for free at camrystuff.com, is the same for an Avalon.
