Here's my latest issue:
I am trying to install a factory radio/CD changer into my 95 Avalon XL. All of the connections are in, as far as I can see, and it's not powering on. The ECT, Hazard Lights, climate controls are all fine. AND the old P.O.S. aftermarket radio was fine. It still powered on. However, it's junk and so I wanted to put the factory in. Here's the deal though, the owner before me had the aftermarket installed and the wiring looks like it was spliced off of the wiring to the original harness. Either way, the factory radio is not turning on. Does the amp behind the glove compartment affect this as well? I haven't checked it out yet, but would that prevent it from turning on, if the previous owner had disconnected anything there? This is annoying the heck out of me.

Well, I wasn't sure if I needed to mess with any wiring because the original harness that goes into the factory radio is still there. It's still, or looks like it is, completely intact. That's why I'm confused as to why it isn't powering on and what leads to me to wonder about the factory amp.
Does your lighter socket work? It's the same fuse. Easier than laying under the dash.
Haha..I haven't checked that fuse yet. I will do that tomorrow when the sun is up. I can't really fathom why the radio won't even turn on either. The biggest concern I have is that whoever installed the aftermarket screwed up the original radio harness when they spliced it. The weird thing is, the aftermarket radio works fine (power-wise) and it's running on what looks to be the same wiring. Would the factory radio not work if it was a blown fuse, but an aftermarket would? My experience in much of this is very limited and I've been reading about it as much as I can for hours and hours, haha.
The person who installed the aftermarket headunit may have disconnected the stock amplifier. And if i remember correctly, the amp supplies power to the headunit, I'll look it up in a bit and correct my post if i'm wrong.

So yes, the Amplifier supplies Power to the radio, therefore, if the person who installed the aftermarket system pulled the stock amplifier, you will need to do some heavy rewiring, and need a new headunit

The fuse is definately a better thing to check for a first step though.

Alright. Well as far as re-wiring, my experience is even more limited. I'm going to check out behind the glove compartment tomorrow and see what's up with the amp. I'll take pics too and see if you guys notice anything out of the ordinary. I hope this is an easy fix, although I'm beginning to worry it won't be. Thanks for all of your help guys.
I give up on trying to troubleshoot these fancy newer cars and their factory systems. I know very little about them. And I'm quick to admit it. My area of expertise is aftermarket stereo systems, but I can get stereo wiring diagrams for almost any car, any year but only so far back. I've never, ever found a car no matter how new that I could not install a stereo or alarm in, but diagnosing and troubleshooting some of the fancy high-tech systems in new cars can be a nightmare (I'm starting to find out).
This is more of what I'm used to messing with (my last car's system):
Good luck! Let me know if it was a fuse, and please check it by either pulling it out or using a fuse tester or MultiMeter and NOT a test light! (Sorry, but I try to stress this point to anyone with airbags.)

Alright guys, here's the update and it's not what I wanted to report. My amp WAS disconnected. The green plug was disconnected and the gray wire coming off of it was snipped and attached to some other orange cables running elsewhere. It was a mess. The blue plug that goes into the amp is nowhere to be found. I'm assuming this is why my bass and all has sounded so terrible for the entire time I've owned the Avy. Either way, I'm not sure what to do next. I don't know if it's possible for me to find another blue plug, even so, I don't know how to wire it. The green one's snipped gray wire is a mystery to me, I don't know what it goes to. I don't know what to do next.
Just a note: The last time I went to Best Buy to get a new set of speakers and have them installed, the tool at car audio install told me he checked my amp the last time I had a speaker replaced and said it "all looked good". What an idiot.
