Replacing Temp Controls on 95 Avalon

I am in the middle of changing the knob unit that controls the AC and heat. All was going well until I determind that one of the cables that connects to the bottom is frozen. I have determined that the front cable goes to a damper just behind the spot where the panel goes and it is moving fine. The back cable is tight, almost completely immobile. Where does it go and what am I getting myself into to fix it?

Time is short as the cold weather is coming fast and the temp was stuck on cold!!
