Low Beam Help needed....

So I went to start my 95 xls today and turned my lights on and I didnt have any low beams. The brights work fine, just no low beams. So I figured it has to be a fuse, I dont have an owners manual so by doing some searching on here, I found a couple of the fuse boxes. One by hood release inside of car, and one under the hood by the battery. The one by the battery seems to house the head light fuses, but low and behold the low beam fuse slots were empy. Tried to put one in and it just slides in, there is nothing holding it in place, and when I tried the light I still get nothing. Am I missing something obvious or is this gonna be a big pain in the butt???? Any help is greatly appreaciated.

You mentioned the low beam fuse is loose? Try keeping the headlights to their on position, and push the fuse in/to the side to put some pressure against the contacts, and see if your headlights come alive. There also has to be a relay for the low beams also, which is located in the same compartment with the starter relay. You should also be hearing a *click* noise when you turn on said headlights.
