Need to replace parts.. that don't exist?

I'm sure you all know about the recent storm that hit the Midwest.. my SO leaves his wipers on when he shuts his car off, so when he turned his car on after 1+ inches of ice built up on it, they broke. He has a 1999 Toyota Avalon XLS.

The motor for it still runs, if that is any help.. both wipers are non-functioning now. The guy wrote down the following: "R&R Wipers, Cowling & Regulator, need wiper regulator". I can't find anything with this information.. and it seems like a "linkage" would make the most sense. Anybody have any idea or help? We were about to go to Pic-A-Part to see if we had any luck, but since I'm not even 100% sure of what I need.. I figured it'd be a waste of time without asking all you lovely people.

(My Camry's wiper{s} also broke the same day {not the same way, still the same reason I'm sure, SO was driving it at the time}, but the passenger side one still functions. The driver side one crawls slowly up my windshield as I hit bumps and such. Is it likely just a loose bolt or something? I haven't had it looked at yet, haven't had the time.. I just manually wipe my windshield. :P Any ideas)

If the motor runs, and the wipers dont respond, then its probably the linkage. But there are little mechicnial gears and cams inside the wiper motor, they could've sheared apart or similar.

If you can detach the motor and verify the output shaft spins (when on, if it free spins its junk), then the linkage is bad. However with the motor still removed, if you move the linkage the wipers should move, and the motor is failing under load.

1-4 is self explainator, 5 is the linkage, 6 is the motor/regulator. 7-11 are the washer tank.
