High idle when driving

recently my 96 with 230000 mile has been idling high while driving, It will start off normal like around 800 rpm, but as drive for a few minutes and come to a stop it is running around 1700 to 2000 rpm. Any help would be greatly appreciated.

OP writes about a '96 and has posted in the year appropriate Avalon forum , so I'd proceed on the assumption it's a '96 Avalon................

from what I've seen before on this forum, when the idle air control valve acts up, it usually causes a low RPM or poor idle, not a high RPM. Is there any codes? Can you have the OBD II scanned. Perhaps there is a code stored even though the CEL is not on. Autozone or other National parts chains will scan the car for free.

any chance your throttle plate is dirty causing it to stick open causing a high idle?

^ I was going to suggest cleaning the TB as a start. Might clear up the issue might not.

sounds like a pcv valve or vacume issue. when it acts up try spraying some brake cleaner at the vacume lines, pcv, tb, etc and listen for any rpm changes.

The trottle cable goes to a box near the battery, in the box the cable wraps around a half wheel, that wheel has a broken spring, anyone know what that part may be?
