1999 Toyota Avalon Won't Start

I have a 1999 Toyota Avalon with 65,000 miles and today it would not start. I tried jumping it and it worked the first time. I have checked the battery and it is fine. When I put the key in the ignition, the blinker lights start flashing and I hear a clicking noise. I have tried disconnecting the battery and have had no luck. It doesn't even turn over... Please help.

does your horn work?

seems it may be the alarm system.... disabling the car. but you should hear the horn beeping. i don't have a 99, so maybe someone else can clarify this?
