96 Avalon XLS EFI Fuse keeps blowing

Fuse blows, and engine immediately stops. After replacing fuse, everything is fine. My mechanic can't determine what the problem is. He recommended I take to electronic technician. I did, and he can't determine anything. Any suggestions? Also, where is the fuel pump located? Thanks in advance for your suggestions!!

This sure sounds like fuel pump. Pop the back seat bottom up and there you'll find the cover to the pump. The rest is cake.
Line wrenches are needed to remove the fuel line. Careful, under pressure!!
The pigtail harness in the pump bracket needs a close inspection also to determine high resistance from poor contact.
On older models like yours, I like to replace everything in there. Do it once, do it right.

the connector may be corroded. unplug it and look for green crap in the connector. the pump itself may be bad and causing a short.

Also, a faulty pump would draw more current in its attempt to function, resulting in popping the EFI fuse.

Because it is a motor, its bearings could fail, windings deteriorate, I'm surprised you havent had any other issues otherwise.
