This is quite general question...
Here are some things to check: does your A/C compressor clutch engage when you turn-on the A/C and the fan? If "no", search for a blown fuse, bad relay, loose connection... If "yes", chek if you can see any refrigerant/bubbles moving through the clear window on the condensor (I think this is the name - cylindrical can through which the refrigerant lines pass, near the radiator). If your A/C clutch works, and you do not see refirgerant moving, you'll need to get the system refilled. But this means that it leaked-out, so you would need to have a shop locate the leak and repair it first. If the compressor is leaking = $$$ (usually).
Don't know for an Avalon at the dealer, but a refill at an independent shop may cost about $100. There are also refill kits to DIY in some cases. To replace an A/C line may be anywhere from $100 to several hundred. A/C compressor might add a couple of hundred or more to the bill... Best case scenario - a fuse or relay, worst case - everything else...
