Child saftey lock stuck?

Hi everyone...

A couple weeks ago, I switched the child safety lock on on the rear passenger side of my 98 Avalon XLS, and later on turned it off. However, the door still thinks it is on, as the door still won't open from the inside. But I can turn the lock dial. No matter which position it is in, the door still won't open from the inside.

Any ideas? Can i take the inside door panel off and maybe get to whatever it is that's making it think it's still child safety locked?
