In addition to the airbag possibly being the issue, a lot of Toyota models have their own distinct design steering wheels, so finding one to swap is very difficult. There could very well be a Lexus steering wheel that could fit onto the Avalon's steering column, but the Gen 1's steering wheel design was unique to that car.
You're best bet might be to go to an upholstery shop and see if they could put wood grain onto the wheel. Or get an el cheap steering wheel cover from Wal-Mart.
