Diagnostic Code 0446

I just picked up a '99 Avalon from a friend. The check engine light is on, showing a code # 0446. I don't have a lot of service materials yet, and was looking for some help in translating this to something I can fix. I cleared the code, it returned within 50 miles. The previous owner had the code come up after they lost the gas cap, but they replaced it with a genuine Totyota cap, and the light came back on a few weeks later. Anyone have any idea what the fix is?

there is a tsb for that year avalon, there is a special hose kit that goes on the charcoal canister. You have to go to dealer to have it installed.
