Yes, definitely. 17" wheels will definitely have more road noise than smaller wheels, as smaller wheels have greater sidewall height, which leads to greater sound dampening. With a larger wheel you have greater metal to rubber ratio. Rubber of course will absorb/dampen noise/vibration better than metal.
