Avalon: Problem with Gas/Fuel Lid Release

Hi.

I have a 2000 Avalon. When I hit the inside release to open my fuel lid, it will not open. If someone is standing outside and pushes on the lid as I pull on the release, it will open. The cable works fine, but the lid just won't open. I think the problem is the spring or whatever pops open the lid.

I would appreciate any advice you can give me.

TSB BO015-04 Fuel Door Improvement 00-04 Avalon, 02-04 Camry.
Fuel lid spring assembly is modified to improve opening. old part 77360-33020 new part 77360-53010 Spring assemby, fuel filller, opening lid.

Is this a recall issue? Is it warranty or is it a pay as you go item?
I'm at 67k on an 02. Warranty days are probably history.
