European Union VSC, VSC OFF, Check Engine - code P1653

For the last 9 months I've been struggling with the Check Engine, VSC OFF and VSC indicators. Every time i visit a dealer, they just clear the check saying that this shouldn't happen again. It does, sometimes after a week or month, sometimes on the same day. This doesn't seem to affect the driving.

They seem to have no idea what to do with the car, so I asked about the codes. They mentioned P04** (dont remember exactly) and most often - P1653.

Any tips?

I have Toyota Avensis, 2001 T22 model.

My 2007 4-Runner with 18K miles has the VSC light lit and I can't turn it off? What a pain! Will this cause damage while operating on dry pavement?

The VSC will turn off and light come on whenever the check engine light comes on. The system being off will not cause damage to the car.
