03 HVAC distribution problem

Just acquired an 03 Avalon XL. 31,000 miles. It has some quirks I am still trying to get used to compared with my '96 model.

But this thing with the air flow from (actually, NOT from) the HVAC system seems more like a problem than a quirk:

When I put the air flow selection to Floor or Floor/Defrost, the rushing air becomes louder under the dash at the center. Now I notice there is no air coming out at the floor, plus the cabin fogs up in a matter of moments.

I think there is something wrong with the air controls, but I don't yet have a manual for this model to tell me what's up.

The car is due for its 30,000 mile service. My dealer asks $395 for this. what is everybody else paying? I guess the car is oout of warranty right? 3 years/35,000 miles is "whichever comes first"?

Also, is the heater problem something easily fixable, or, should I let them look into it?

I am very handy, though, doing almost all of my own service, repairs, restorations and racing prep.
